More about ArcGIS service

ArcGIS is a family of client software, server software, and online geographic information system services developed and maintained by Esri. ArcGIS was first released in 1999 and originally was released as ARC/INFO, a command line based GIS system for manipulating data. ARC/INFO was later merged into ArcGIS Desktop, which was eventually superseded by ArcGIS Pro in 2015. ArcGIS Pro works in 2D and 3D for cartography and visualization, and includes Artificial Intelligence. Esri also provides server side ArcGIS software for web maps, known as "ArcGIS Server".

Try refreshing your browser page or close any accompanying applications and retry opening them.
Check if access to ArcGIS is blocked
Access to ArcGIS may be blocked due to an antivirus or firewall configuration either on your own computer or phone or by an employer or network. Check for anti-virus programs or firewalls installed on your machine. Alternatively, try to use the website or app via another network like one on a mobile phone so you can access ArcGIS.
Clear browser cache and cookies
Try clearing your browser cache and cookies and change the IP address of the computer by disconnecting and reconnecting the internet. Then try to access ArcGIS again.
DNS Cache
To clear the DNS cache on your computer, look up instructions for your specific operating system online. Then try to access the ArcGIS site again.
Web Browser Plugins
If you are still having trouble accessing ArcGIS, you may try to disable web browser plugins (like ad-blockers) which may be interfering with access to ArcGIS
